Migrate to audio V4
The new devices must ship with audio HAL V4.
Note: there are no CleanSpec.mk in Cuttlefish.
This does not break incremental build, it just leaves
small unused V2 libraries on the vendor partition
until the next clean build.

Test: the same change was tested on Pixel 1 and 2
It could not be tested on this device due to hardware not
available.
