EGL: Reduce multifile blobcache limit to 32MB Loading the larger limit is taking too long in the field for apps that are filling the cache. Test: Ran app until it exceeded cache, watched it reset to 50% Bug: 290249239 Change-Id: I1b80b8ad427d8a0d2a6d967b98b89d808c549527
