Revert "download_from_ci: Download vmlinux"

This reverts commit b0719ec4a14d02f31f00f0448f2e3165e1fe641e.

Reason for revert: b/421990777 (vmlinux will not be packaged with
virtual device prebuilts. They will be managed separately in
system/bpf/include/vmlinux since BPF needs to support building
against older kernels not supported by the virtual device)
