google_ttf: normalize equiv icl to vtier
calculate equivalent power from the adapter for vtier (instead
of for adapter voltage) and simplify the code that determine
the ratio to apply to the elap time for underpowered adapters
or special charging profiles.
Add fixed efficiency ratio (95%) for the conversion between
adapter power and vtier power.
