Introducing RELEASE_ENABLE_JCARDSIM flag
This build flag is used to enable/disable the source code,
which includes continuous integration testing of JavaCard applets
and OMAPI.

Test: `build-flag set RELEASE_ENABLE_JCARDSIM {true/false}` and check
contents of
