build: Add Bazel build files

This commit introduces Bazel support to the project, enabling builds
using Bazel.

It includes Bazel-specific classes and workarounds to run tests
successfully within the Bazel environment.

Currently supported:

- linux x86_64
- macos apple sillicon
- windows x86_64
