DO NOT MERGE Update Android to tzdb 2026b [S]

This change is associated with tzdb 2026b changes in
system/timezone.

Upstream has applied manual patches to keep America/Vancouver in
DST after 1 Nov 2026 too. Android instead moves America/Vancouver
to America_Mountain meta zone. See RELEASE_NOTES in the
system/timezone CL.
