Fix build rule for sqlite-jdbc-host. Two issues: - It was being used as a static library, so build it so. - It is meant for use by rules that run on host dalvik, so it should be compiled against libcore and not the host JRE. Change-Id: I6f1854fc531474ef2fe62f87f915a819be0ee32b
