Add Android-specific build config and license files. Add the MHD_config.h file that's used on Chrome OS, but with HTTPS_SUPPORT set to 0 rather than 1 (this will be enabled after patching to use BoringSSL). Also add an Android.mk file that builds src/microhttpd/ and NOTICE and MODULE_LICENSE_LGPL files. Bug: 23101922 Change-Id: I7585cf935136c960d237000a7b911a6007117fd6
