ANDROID: mesa3d: initial Lavapipe build

Until meson2hermetic can handle more complex builds, the
best option is to use it to do a "first-pass" and then
port by hand from there.  It's a semi-automated process,
not fully automated yet.

This process has been used for this initial Lavapipe build.
