ANDROID: Move -fvisibility-inlines-hidden to CXXFLAGS only
Seeing this error in Android when running `cargo_embargo`:
error: command-line option ‘-fvisibility-inlines-hidden’ is valid
for C++/ObjC++ but not for C [-Werror]
Test: cargo_embargo generate
