enable github build+test actions This gets us some simple build+ci coverage on Ubuntu via GH actions. Doesn't cost us anything :). Change-Id: I2b4462370c6fc819775af05e681ecca9fc0894fb

Minijail is a sandboxing and containment tool used in Chrome OS and Android. It provides an executable that can be used to launch and sandbox other programs, and a library that can be used by code to sandbox itself.
