Merge tag 'v1.2.3' into master

This merges v1.2.3 (3c4a0fbfbcc606193f7e943b7e50af4077ce1a6c) from
upstream-main and establishes history between main and upstream-main.
There are no changes in the sources used to build the libraries used
in Android.

Changes in this commit are
- Updated METADATA to include GIT url path and other details
- Added ifdef NDK_ROOT to Android.mk to shadow Android.mk in
  imageio and examples

WebP Codec

WebP codec is a library to encode and decode images in WebP format. This package contains the library that can be used in other programs to add WebP support, as well as the command line tools ‘cwebp’ and ‘dwebp’ to compress and decompress images respectively.
