Refactor: shift shortcut logging logic to IMS from PWM As part of the refactoring, we are bringing shortcut trigger and handling in PWM and rest should be in IMS. This also allows us to define callbacks from InputManager to SysUI when a shortcut is triggered and allowing other system components to provide UI hints and feedback when shortcuts are triggered.
