Formalize DisconnectCause API As part of telecom mainline, formalize the hidden DisconnectCause constructor (used by Telephony) into a system API. Additionally, the telephony related debug info getters also need to be formalized: getTelephonyDisconnectCause, getTelephonyPreciseDisconnectCause, getImsReasonInfo.
