Refactor basing on design input: 1. Merge RequestRepository and PasswordRepository into CredentialManagerClient. 2. Split CredentialManagerClient into interface and implementation. 3. miscellaneous renaming. Test: Manual Change-Id: I8e1fa705154515b7544133f8ce475f5cd323ca4d
