Update SetFlagsRule instruction ravenwood document ravenwood should use the SetFlagsRule.DefaultInitValueType.NULL_DEFAULT in the constructor of SetFlagsRule. Since ravenwood tests are executed on the host, SetFlagsRule should initialize the flag value to NULL, instead of reading from the device.
