Allow apps specifying minWidth/Height to still enter split - Instead of preventing apps from entering split if their minWidth/Height is greater than the smallest split width/height, we still put the app into split and allow it to be cropped (since the user can resize it to a larger size). This does not affect apps that mark themselves as unresizeable.
