Fix starting window stuck because of the remove status. Regression from ag/24405299. There can be another collecting transition happen while previous transaction commit. So there should not reset the mRemoveAfterTransaction during onSyncTransactionCommitted. Bug: 295458327 Test: launch app from portrait to landscape directly.
