[14/n] ResourceTracker: Store feature bits and threading callbacks statically Bug: 177241396 Get rid of the indirection through the ResourceTracker object. Also enable the VulkanQueueSubmitWithCommands feature bit if the host advertises. Change-Id: I5b47c058f2f077c03829a6150ec99a6d3e2347fe
