Update pixel-display V9 interface
Added the following interfaces to support multiclient histogram.
- getHistogramCapability: get the histogram capability for the system
- registerHistogram: configure a hardware histogram channel
- queryHistogram: sample the histogram data
- reconfigHistogram: change the histogram channel configuration
- unregisterHistogram: release the histogram channel
