Enable memtag_heap in android.hardware.secure_element service. This change enables Async mode ARM MTE in the service process on compatible hardware and has no effect otherwise. Bug: 181603044 Test: none yet - this change does not affect non-MTE hardware Change-Id: I46765da04e1dd7150c583073e67220f5be6a88f6
