Fix recyclerview's onMeasure passing wrong dimensions to child views ChildViews of CarUiRecyclerView were recieving an inaccurate dimensions until the layout was fully drawn. Bug: 163155442 Test: manual Change-Id: Ibcb1927454b4d90242e68d20e7a48282a9b5ad02
