Added changes for adding a11y changes for the clock carousel This CL aims at adding a11y related changes to the components in the view hierarchy of the clock carousel. Bug: b/278649728 Test: Tested by building and installing picker on local, and turning on talkback and checking if the announcements made are in line what's expected. Attached video in bug.
