Run CtsNetTestCases in SCv2 TEST_MAPPING
Instead of CtsNetTestCasesLatestSdk, use CtsNetTestCases in
S mainline test mapping. This makes sure that the actual
CTS test from S gets run, rather than the MTS test. Newer modules
only need to be compatible with the older CTS test.
Also include tethering in the module list; it was updatable in recent
versions in S.
DO NOT MERGE: only for S testing; different change needed for T testing
