Change TEST_MAPPING configuration of NeuralNetworksTest_static
This change restricts presubmit to only run a single pass of
NeuralNetworksTest_static ("pass 10"), corresponding to:
* useCpuOnly = 0
* computeMode = ComputeMode::ASYNC
* allowSyncExecHal = 1
