Memory Domain Runtime: Device memory as execution I/O.

- Add validation checks in NNAPI runtime when using driver-allocated
  memory as execution I/O.
- Add validation tests.

Additionally, change the result code of using non-BLOB mode AHWB with
ANNModel_setOperandValueFromMemory to BAD_DATA.
