Bump version codes in tm-dev to match tm-mainline-prod T FRC signals cannot be gathered from tm-frc-<module>-release branches and instead tm-release is being used. tm-release uses default source based version codes which are lower than prebuilts now. Bump them to allow installation on tm-release based system images.
