  "message": "Make wifi jars not depend statically on androidx\n\nThe androidx annotation library is about to start depending on kotlin,\nwhich, with a static dependency means the kotlin-stdlib is getting\nincluded in the wifi jars.\n\nSince the annotations are only used at compile-time, move the dependency\nto a classpath dep instead.
