Fallback to single STA bahavior for apps holding ENTER_CAR_MODE_PRIORITIZED

For these apps, it's very important to have low connection latency.
WifiNetworkFactory should use the primary STA for networks requested by
apps holding ENTER_CAR_MODE_PRIORITIZED to avoid STA+STA from happening.

Test: atest com.android.server.wifi
Test: Manual test. Verified with adb shell with root permission that
single STA is used. Verified with demo app that STA+STA is used.
