Move CtsContactKeysManagerTestCases and CtsContactKeysProviderPrivilegedApp tests to postsubmit.

As ContactKeysProvider is not yet in AOSP, our CTS tests fail in presubmit on AOSP targets. These tests can be moved back to presubmit if needed when the code changes are propagated to AOSP.
