Fix appsmoke tests for Pixel C

Add Pixel C's launcher to the supported launcher strategies.

Test: adb shell am instrument -w \
 -e class android.test.appsmoke.AppSmokeTest \
 android.test.appsmoke/android.support.test.runner.AndroidJUnitRunner
