Fix arm64 booting on windows studio-1.3-dev and studio-1.3-release branch are still using the SDL-1 for qemu-anroid build. Without it, we cannot launch arm64 on windows, following bug describes this problem: https://code.google.com/p/android/issues/detail?id=176110 In the future, we should properly branch out prebuilts/android-emulator-build/archive/ to avoid such regression from happending again.
