Update issuance.wasm prebuilt to support auto-resolved package info

This updates the issuance.wasm prebuilt binary to support parsing the new
auto-resolved `package_info` field in the registry JSON, and passing the resolved
title and icon to older GMSCore versions (v<9) via AddStringIdEntry.
Also removes the "wallet" workaround title for AddIssuanceEntry (v>=9).

Jetpack Credentials Prebuilts

This directory has resources used by the Jetpack Credentials libraries that are not built/created from source in the frameworks/support repository.

Wasm

The wasm directory contains a collection of wasm binaries used across the Jetpack Credentials libraries.

The source code that compiled these binaries are hosted in https://github.com/android/identity-samples/tree/wasm. Kokoro infrastructure was used to check out the source code and compile the wasm binaries.

All files in this directory are released under the terms of the Apache 2.0 license.
