shill: use updated proxy for PowerManager and WiMaxManager This eliminates the need for DBusManager, since the proxy will monitor for its own service availability. While there, use ControlInterface::NullRPCIdentifier() instead of DBusAdaptor::kNullPath for null RPC identifier.
