Install the compatibility symlink with a soong module So that it's properly tracked for artifact path requirements, sbom, and installclean-less builds. Bug: 205632228 Test: built and ran the emulator observed the /system/bin/hwservicemanager symlink is still there Change-Id: Ic7cfb263be2eb598a704c765bbef1afc5a0f5023
