Add SDV DataTunnel to visibility list of the Rust wrapper

The SDV DataTunnel uses only Unsynchronized flavor of FMQ which is
already covered in libfmq_rust. Adding SDV DT library to the visibility
list as a temporary workaround until the wrapper will become publicly
available.
