Increase timeouts by hw multiplier.

Increase the slowdown threshold and the deadline threshold by
the hw multiplier so that tests don't time out incorrectly.

Test: Verified timeouts increased on devices with multipliers.
Test: Unit tests pass on system with > 1 hw multiplier.
Test: Unit tests pass on device with no hw multiplier.
Test: Unit tests pass on host.
