Small cleanups in UpdateAttempter.

Removed some unimplemented declarations.
Removed some unused header and using statement.
Changed GetCurrentUpdateAttemptFlags() to const.
Removed virtual from IsAnyUpdateSourceAllowed() and made it const.
Moved GetErrorCodeFlags() to private.
