Check for unfrozen android 15 onwards

Test will fail for the devices if it is run on the devices
running the older version(Android 15 below). Adding check for android
15 while errroing out for unfrozen hal.

Test: m vts_treble_vintf_vendor_test && atest -c vts_treble_vintf_vendor_test
