Changing the package name for apifinder to contain "com.google.android".

This allows AndroidLint compatibility for T+ based b/192870410. The package will be updated in a few weeks to contain "com.android.internal.lint" based on b/192870410#comment21.

Bug: b/204787582
Test: The current tests in checks/src/test work in gradle, will work on getting these to work on Soong in the future.
This may require a feature request since these tests are currently required to run in a Studio source tree (see b/162368644)
