Expand IncrementalJavaCompileWithAPsTest

Add a new axis of parameterization to allow the test to verify the
behaviour with AGP's built-in-Kotlin (with the legacy-kapt plugin) and
with the external Kotlin plugin.  Adjust the project setup to cope
with this additional generality.  (This now makes this test class
insensitive to AGP_9_OPT_OUTS)

tools/base

This project contains:

  • Common libraries that are shared between any of the IDE (Android Studio), the build system (The Android Gradle Plugin) and SDK components that will be released from studio-main (e.g. the standalone SDK manager). This includes:
