Letting parsing tool can use parent_canonical_id By doing this, if a carrier has parent_canonical_id field in TelephonyProvider, then this carrier can inherited the carrier configs set for its parent carrier. Change-Id: I6a885dfce88acabc419ce31d4242bac474827986
