libsemanage: add functions to public api
include/semanage/handle.h
* Exports the handle get/set default priority functions.
include/semanage/module.h
* Exports the module info management functions.
* Exports the get/set enabled status functions.
* Exports the module key management functions.
* Exports the module install, upgrade, remove info/key functions.
include/semanage/semanage.h
This patch includes the modifications to the map file for exporting the
necessary functions.
